Confined Space Safety Assessor Singapore
A Confined Space Safety Assessor (CSSA) is a competent person appointed for the duties associated with confined-space safety assessment.
Under Singapore's Workplace Safety and Health (Confined Spaces) Regulations 2009, before a person enters or works in a confined space, the responsible person must appoint a person reasonably believed to be competent to perform the duties of a confined space safety assessor and ensure that a confined-space entry permit has been issued.
The regulations also specify requirements concerning evaluation, atmospheric testing, monitoring and the confined-space entry permit.
What Does a Confined Space Safety Assessor Do?
Depending on the specific workplace and job requirements, CSSA duties may include:
- Assessing atmospheric conditions before entry
- Testing oxygen concentration
- Testing for flammable gases or vapours
- Testing for applicable toxic gases or vapours
- Recording atmospheric test results
- Evaluating confined-space entry conditions
- Supporting the confined-space entry permit process
- Conducting periodic atmospheric testing where required
- Identifying changing atmospheric hazards
- Supporting safe confined-space entry arrangements
Confined Space Gas Testing Singapore
Atmospheric testing is an important part of confined-space entry safety.
Depending on the hazards identified at the workplace, testing may include:
- Oxygen (O₂)
- Flammable gases / LEL
- Hydrogen sulphide (H₂S)
- Carbon monoxide (CO)
- Other toxic gases or vapours where applicable
Singapore's regulations specify that the CSSA shall use a suitable and properly calibrated instrument and conduct atmospheric testing in the prescribed sequence: oxygen, flammable gas or vapour, and applicable toxic gas or vapour.
Confined Space Entry Permit Singapore
A confined-space entry permit is an important part of the Singapore confined-space control system.
The regulations require the permit to contain information including the description and location of the confined space, the purpose of entry, atmospheric gas-testing results and its period of validity.
Before entry, the atmosphere must be tested and the relevant conditions evaluated.
The authorised manager is responsible for the issue of the confined-space entry permit when the applicable requirements are satisfied.
Confined Space Rescuer / Rescue Standby Singapore
Confined-space work can involve serious hazards, and appropriate emergency and rescue arrangements should be established before work begins.
Depending on the specific job, rescue arrangements may involve:
- Rescue procedures
- Emergency communication
- Harnesses
- Retrieval systems
- Breathing apparatus
- Rescue equipment
- Trained rescue personnel
- Emergency response arrangements
The Singapore regulations contain specific provisions relating to rescue operations. Rescue arrangements should therefore be planned according to the actual confined space, hazards, access and egress arrangements, work activities and available equipment.
Types of Confined Spaces
Confined-space safety services may be relevant to work involving:
- Tanks
- Manholes
- Vessels
- Silos
- Pits
- Sumps
- Chambers
- Pipes
- Flues
- Underground structures
- Other enclosed spaces meeting the applicable definition
Confined Space Risk Assessment Singapore
A confined-space job should be evaluated according to its actual hazards and work conditions.
Potential hazards may include:
- Oxygen deficiency or enrichment
- Toxic gases and vapours
- Flammable gases and vapours
- Fire and explosion
- Engulfment
- Flooding or liquid ingress
- Mechanical hazards
- Electrical hazards
- Falls
- Heat stress
- Poor ventilation
- Difficult access and egress
- Rescue difficulties
Controls should be determined through the appropriate workplace risk-assessment and safe-work processes.

Confined Space Gas Testing Checklist
- Confirm the confined space and work location
- Identify potential atmospheric hazards
- Use a suitable gas detector
- Confirm the instrument is properly calibrated
- Test oxygen
- Test flammable gases / LEL
- Test applicable toxic gases
- Record test results
- Evaluate the atmosphere before entry
- Continue monitoring according to the applicable requirements and site controls
- Establish procedures for responding to hazardous atmospheric conditions
What Happens If a Hazardous Atmosphere Is Detected?
If atmospheric testing or required continuous monitoring detects a hazardous atmosphere, workers should not simply continue working.
Singapore's regulations specify that, when a hazardous atmosphere is detected in the circumstances covered by Regulation 16, persons in the confined space are to vacate immediately, the cause of the hazardous atmosphere is evaluated, and re-entry is not permitted until a new confined-space entry permit is issued by the authorised manager.
Who May Need a Confined Space Safety Assessor?
Companies and contractors carrying out confined-space work may require CSSA support for projects involving:
- Construction
- Industrial maintenance
- Engineering work
- Plant maintenance
- Tank cleaning
- Tank inspection
- Manhole work
- Vessel work
- Utility work
- Underground structures
- Other confined-space activities

Frequently Asked Questions
What is a CSSA?
CSSA stands for Confined Space Safety Assessor. Singapore's regulations define a confined space safety assessor as a person appointed under Regulation 9(b).
Is a CSSA required for confined-space entry?
Singapore's Workplace Safety and Health (Confined Spaces) Regulations 2009 contain requirements for appointment of a competent confined space safety assessor before entry or work in a confined space, subject to the applicable regulatory provisions.
What gases are normally tested?
Depending on the hazards, atmospheric testing may include oxygen, flammable gases or vapours and applicable toxic gases or vapours.
What is LEL?
LEL means Lower Explosive Limit. Gas detectors can be used to measure the concentration of flammable gas or vapour relative to its LEL.
What is H₂S?
Hydrogen sulphide is a toxic gas that may be relevant to certain confined-space environments. Whether it needs to be tested depends on the hazards associated with the specific workplace.
Do you provide confined-space rescue standby?
Rescue-support arrangements can be discussed according to the specific job, hazards, equipment and competency requirements.
How much does CSSA service cost?
Services start from approximately S$300, subject to the scope, duration, location and requirements of the job.
How do I request a quotation?
